Recommendations on improvement of Azerbaijan’s judicial system prepared

The Institute for Peace and Democracy and Forum of Azerbaijani Lawyers have prepared recommendations on improvement of the judicial system of Azerbaijan.

Head of the Institute for Peace and Democracy Leyla Yunus and member of the Forum, lawyer Intigam Aliyev informed about the recommendations at the event held on this occasion.

They said the recommendations includes measures for the formation of judiciary system, electing and appointing judges, organizing judicial system, ensuring independence of courts, advocacy, judicial practice in the field of freedom of assembly and judicial practice in the field of media freedom.

A part of the recommendations is connected with the Judicial Council.

In fact, the Council operates as a body under the relevant executive powers.

The document prepared by the Institute for Peace and Democracy and the Forum of Azerbaijani Lawyers says  organization of judicial system and the state of its activity demands continuation of the reforms.

The authors initiated abolishment of the instance of additional appeal which contradicts to the rules of the 3-stage judicial system- The Court of grave crimes.

It was also noted operation of the Supreme Court in the Nakhchivan AR does not comply with the judicial system of the Azerbaijan Republic. Another recommendation says that the material-technical provision of courts should be ensured by the Ministry of Justice and commissioned to a special body functioning under the Supreme Court.

This organization should spend funds on the judicial system.

The recommendations will be presented to Azerbaijani government, Council of Europe and several international organizations.
