Igbal Aghazade: "Allocation of large amounts in Azerbaijan to assist to companies may be harmful for the state and financial market"

"If we consider the list of big tax payers in Azerbaijan, we will see that about 99% of these companies are state enterprises or structures with the control shares belonging to the state", said member of the standing parliamentary commission on human rights Igbal Aghazade, regarding the need for direct state assistance to private companies.

"In Azerbaijan there is a small number of big taxpayers that are really private companies. None of these companies are producing structure, Azerbaijan has no big private taxpayers, having a producing sphere. These companies are either fulfilling state orders or participating in the infrastructural construction. In such conditions the state assistance to big companies arises serious questions", said he.

On the other hand, he said if the country raises issue of the need for state assistance to either middle or small business, this is more than a disputable topic, as today assistance to middle or small business will not avert crisis and lead to the loss of state funds, as one of the main specific features of the crisis is allocation of assistance to competitive enterprises.

"In conditions of absence of competitive middle enterprises, the funds, allocated to small enterprises, are growing within a short period of time. It is impossible to "promote" the enterprise, having no mass production, on the market by rendering financial aid to it.

Anyway, in Azerbaijan producing companies are operating only in light or food industry, there is no heavy industry in the country, while in neighbor states production outstrips Azerbaijani indicator several times", noted Aghazade.

"Therefore, in those countries, by reducing salaries and saving funds they can reduce the cost of production and continue mass production. On the whole companies in these countries produce more competitive production than Azerbaijani producers. Therefore, if funds are allocated to this sector, these funds will be lost. It would be more appropriate to allocate privileged loans to small and middle business and continue previous programs of assistance.
