US State Department spokesman Mark C. Toner has commented on a recent protocol between Armenia and Russia to extended stay of a military base in Armenia and Azerbaijan's concerns on this issue.
"I think we'd view it as a bilateral issue between Russia and Armenia," he said at a in Daily Press Briefing.
Spokesman also pointed out that "Russia is a member and part of the Minsk Group and so is playing a constructive role in that capacity".
