“Yerevan hinders adoption of any document put on a table of talks with Azerbaijan,” member of Azerbaijani Milli Majlis (Parliament) Musa Guliyev said commenting on an article in the Armenian media that Armenia must not liberate even some of the occupied regions.

“The Minsk Group constantly says that the parties to the Karabakh conflict are close to reaching a new stage in its resolution. But for some reason the OSCE Minsk Group never explained what this progress implies and never disclosed details of the compromises that the parties are ready to make. On the contrary, Yerevan does not only reject the updated Madrid principles, but argues that it expects the Azerbaijani side to make compromise. But the greatest compromise of Azerbaijan is that it holds peace talks with the country that has occupied its territory,” the MP said.

“Moreover, Baku is ready to provide the people of Nagorno-Karabakh with the highest status of autonomy and recognize the rights and freedoms of Armenians as any other citizens of Azerbaijan. Do they want more compromise other than that?” the MP added.

"The UN Security Council, the Council of Europe and the EU have already adopted resolutions on Karabakh recognizing Armenia as occupier and urging it to withdraw troops from Azerbaijani territories. However, since its inception, the OSCE Minsk Group has not made any decisive step for Armenia’s recognition as an occupier. So, I have no faith in this organization. I think that this format should be either redesigned or it should dissolve itself,” the parliamentarian said.

MP Guliyev found it difficult to answer whether the Nagorno-Karabakh talks are stalled noting that he is not directly involved in a dialogue between Baku and Yerevan. The MP says that besides peace talks, Azerbaijan has other opportunities to solve the conflict and “Azerbaijan retains a right to use these alternative ways.”
