"Certain forces have instructed some of Azerbaijani opposition parties to stage protests to disrupt socio-political stability in the country,” Deputy Executive Secretary of the ruling New Azerbaijan Party, MP Siyavush Novruzov said commenting on unauthorized protest actions by the Azerbaijani opposition parties.

On April 26, some opposition parties attempted to hold an unauthorized protest rally in Baku downtown. Musavat Party and the Alliance for Democracy are going to hold a protest rally in the city centre on May 21. The opposition forces plan to hold a protest regardless of whether the city authorities will sanction it or not.

"Some opposition parties are more trying to hold unauthorized protests. I want to emphasize that Baku City Administration has identified appropriate places for protest actions. But opposition parties do not want to hold rallies in these places and claim different venues contrary to the law "On freedom of Assembly," Novruzov said.

He noted that the law "On freedom of assembly" was fully endorsed by the Venice Commission of the Council of Europe.
 
"But some opposition forces comply with neither laws nor regulations. They are instructed to disrupt social and political stability, law, order through unauthorized actions,” the NAP official added.

"Appropriate venues have been identified for protest actions. But as the opposition parties do not have a popular support, they cannot carry out any action, whether it is a demonstration, procession or just a picket. For this reason, they prefer to hold rallies near entries to metro stations and shopping centers disturbing peace in the capital," he said.

"The main objective of these forces is to remain on the agenda and follow the instructions given to them," Novruzov noted.

Azerbaijan will hold parliamentary elections this autumn. The previous elections took place in November of 2005.
