As a result of carried out by the Ministry of National Security investigations had been exposed and neutralized especially dangerous criminal group in structure of citizens of the foreign countries, intended to organize acts of terrorism.
It has been established, that the citizen of Islamic Republic of Afghanistan Nurzey Aziz Abdurrahman with a view of commitment of the planned socially dangerous crimes has created criminal group consisting of the citizen of the United Kingdom Ali Fadil Eldrissi, Jordan’s citizen Hammad Hisham Sadig, Russia’s citizens Takaev Said-Husin Lechievich, Balaev Alikhan Ramzanovich and Isaev Suleyman Jamalalievich.
Having a preliminary arrangement, the given criminal group from the end of 2004 has started carrying out of a corresponding spadework for purchase of money resources, and also necessary means and the equipment with a view of commitment of a terrorist acts, explosions and arsons for infringement of political stability, a worsening of criminal situation in the Azerbaijan Republic, in territory of neighboring countries and of some other foreign states.
For realization of their criminal intentions Aziz Nurzej has charged the Suleyman Isaev and Alikhan Balaev with concrete assignments connected with fulfillment of acts of terrorism and conducting of special training on application of explosives. After that it has invited in Baku familiar to it since July, 2003 Ali Fadil Eldrissi who had possessed special skills in the field of preparation of explosives and with which since that time on a regular basis kept in contact.
For arrival the later from the Great Britain to Azerbaijan, and also purchases of the necessary parts used in making of similar devices, from Alikhan Balaev’s bank account by the accelerated transfer have been sent to it of money for the sum of 8 thousand US dollars. For sending in Baku the components of explosive Ali Fadil Eldrissi got on this money asked Aziz Nurzey someone's nameplate data, last, in turn, has sent by e-mail to the Great Britain data of the fictitious passport under the Rustam Jambekov’s name which was available for other member of criminal group - Said Huin Tokaev.
Aziz Nurzey has also charged Suleyman Isaev to find an apartment for residing Ali Fadil Eldrissi, gets by members of criminal group a special training by rules of preparation and use of explosives with remote control, and that has rented the apartment in the city of Baku under a pretext of residing together with family.
The later , having received from the Great Britain and Germany by means of old friends who trained its most earlier, necessary electronic and radio components which free sale is not stipulated, for 10 explosives with remote control, has sent them by mail in Baku.
Having arrived in September, 2004 in city of Baku, Ali Fadil Eldrissi has conducted at the specified apartment special training for Aziz Nurzey, Alikhan Balaev and Suleyman Isaev on preparation and application of explosives with use of a plenty of the electronic equipment and the schemes sent by it from abroad, and also in advance collected on a warehouse rented by criminal group.
Under the instruction of the coordinator of international terrorist organization "Al-Kaeda” for Caucasus Aby Hafes, they also have made for use in the terrorist purposes of 4 explosive devices which could start a detonator by means of the signals acting from audiotape recorders, portable radio sets and mobile phones. However members of group have been detained as a result of the special operatively-search actions which are carried out by the Ministry of National Security since October 2004, therefore for the reasons independent of them they did not manage to carry out the planned acts of terrorism.
As a result of the investigations on the criminal case from the gang were taking and seized 4 ready and 7 half made explosives with remote control, and also a plenty electronic and radio components, payments, schemes for manufacturing hundreds such devices, a pistol of type "PMM", a plenty of cartridges of various calibers, trotyl checkers, also 18 passports on names of citizens of Iran, France, Jordan, Tunis, Morocco, Saudi Arabia, Georgia, Russia and the former USSR, false stamps, special military accessories, the equipment for the sum of AZM190 million and etc.
Preliminary investigation on the criminal case which has been in instance of Investigative department of the Ministry of National Security is completed and together with the indictment is presented for a factual hearing.
By verdict of the Court on grave crimes of the Azerbaijan Republic June13, 2005 Nurzey Aziz Abdurrahman,Hammad Hisham Saidg, Isayev Suleyman Jamakakievich are sentenced to 15 years of imprisonment everyone, Balaev Alikhan - by 14 years, Takaev Said - to 13, Ali Fadil Eldrissi - to 12, Ahmadov Husam Hamzatovich and Saidullaev Said - by 3 years of imprisonment everyone, Usmanov Salman Said-Magomedovich - by 3 years of imprisonment on probation.
The Ministry of National Security assures the public that terrorist actions and any sort the criminal encroachments representing special public danger, and henceforth will be extirpated resolutely, necessary measures for reliable protection of national interests, security and irreversibility of stability will be carried out all.
