Azerbaijan and the European Union can sign an agreement on energy cooperation after the Action Plan was confirmed.
"The parties are discussing the memorandum on this field. This issue was put into discussion last in August in Brussels," Deputy Foreign Minister Mahmud Mammadguliyev said, APA reports.
