New financing mechanism in Azerbaijani education to ensure robust competition between universities

A new financing mechanism in Azerbaijani education will contribute to a robust competition in higher education, eliminate differences between public and private institutions and improve  quality of higher education in general, chairman of the parliamentary committee on science and education Shamsaddin Hajiyev told official website of the ruling New Azerbaijan party.

"The new funding system will prove effective due to correct counting the costs attributable to each person receiving education," Hajiyev said.

According to the decree of Azerbaijani President dated February 10, 2010 "Use of a new funding mechanism in universities", from 2010/2011 academic year, funding for universities will be based on procurement, but personnel training - on basis of funding for each person. For example, students on the basis of points they score will independently choose university for further education.

Hajiyev said that a new funding mechanism will be applied in universities this year.
