
Azerbaijan Education Minister Misir Mardanov has issued instructions to the heads of higher and secondary special educational institutions for the winter session of the 2011/2012 academic year.
According to the order signed by Misir Mardanov the heads of educational institutions have to create exam headquarters, the ministry reported. In addition, they should strengthen public control and transparency in the conduct of examinations and prompt notification to the Ministry using a hotline on each complaint received by staff. Examinations must be taken according to the relevant law with regard to those who violate the rules.
Head teachers will be responsible for each violation in an educational institution. A report on the organisation, conduct and outcome of exams to the Ministry should be made after the winter session within 10 days. Students will also be surveyed to identify cases of cheating during the winter session, the ministry said.
The incoming data on violations during the winter session will be promptly investigated and proposals for action against the perpetrators of these violations will be prepared. The results of the session will be analysed and presented for discussion.
A hotline will operate in the Ministry of Education to prevent violations and to ensure objectivity and transparency in the evaluation of students in higher and specialised secondary schools during the forthcoming session.
