CE Secretary General: Problem of unsettled conflicts, including Nagorno Karabakh is a trouble

The problem of unsettled conflicts, including the Armenian-Azerbaijani, Nagorno Karabakh one troubles very much, the Council of Europe Secretary General Torbjorn Yagland reported after his speech to European parliamentarians on the first day of the PACE spring plenary session. He was answering question of Rafael Huseynov, a member of the Azerbaijani delegation to the PACE.

Huseynov spoke about the fact of occupation of the Azerbaijani territories.

"There have lately been permanent discussions of the need of reforms in the CE. Perhaps, the most important ones should be the structure's sincerity and determination, concretization of connection between words and deeds. PACE member state - Armenia - permanently forwards territorial claims against at least three member states of the structure: Azerbaijan, Turkey and Georgia. It continues to occupy 20 percent of the territory of Azerbaijan. Besides, Armenia has made these territories a suitable place for camps of terrorists and planting and transit of drugs. And the PACE, being aware of this, has been tolerating Armenia's membership for 10 years already and practices no punishments that it deserves. Why? Won't it be more correct to start reforms within the Council of Europe with such sensitive issues?" Huseynov asked the Secretary General.

Yagland replied that the problem of unsettled conflicts, including the Armenian-Azerbaijani, Nagorno Karabakh one troubled very much.

"The OSCE Minsk Group mediates to help solve this problem in a negotiated way. The CE bears great responsibility in this direction as the human rights problem - the basis of this issue - is the priority for the CE. We have to work very much yet and undertake necessary measures to prevent all steps against human rights", Yagland noted.
