Azerbaijani MP: Criticism of CoE Sec.Gen’s appeal is far from human thinking

Azerbaijani MP has stated that Armenia’s criticism of Council of Europe Secretary General Thorbjorn Jagland for his appeal on the immediate return of Azerbaijani serviceman’s body is inhuman thinking.

“A biased opinion and criticism, which was voiced by Chairman of the Armenian Parliament’s Standing Committee on European Integration, Naira Zohrabyan, over Jagland’s call is far from human thinking,” said Rovshan Rzayev, member of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe (PACE).

Rzayev said that the Armenian side always acts under such positions and all the activities of the Armenian delegation to PACE are aimed at the continuation of the occupation policy.

“They are trying to direct the opinion of international community to a different direction with a view to conceal their occupation policy, including the Khojaly genocide and other cases of bloodshed, repeatedly committed against the Azerbaijani people,” he added.

The MP stressed that by voicing such a biased and contrary to international principles appeals of a provocative nature, the Armenian side tries to evade from meetings with the Azerbaijani side.

“The PACE established a Subcommittee on the Nagorno-Karabakh conflict, but due to the fact that the Armenian side unilaterally refuses the meeting, the Subcommittee failed to carry out activities so far,” Rzayev said.

The MP reminded that Armenian President Serzh Sargsyan told the PACE that the Subcommittee was created in vain and that Armenia does not want it, and it will not work. “For these reasons, the Subcommittee cannot act,” said Rzayev.

A reconnaissance group of the Armenian Armed Forces attempted to violate the Azerbaijan-Armenia state border on December 29, 2016. The Armenian group found itself in the ambush of the Azerbaijani army while violating the borders and suffered heavy losses. During the fighting, Azerbaijani serviceman Chingiz Gurbanov went missing. Later, it was clarified that he was killed by the Armenian Armed Forces and his body remained on the territory controlled by the Armenian Armed Forces.

The Azerbaijani side officially appealed to the Azerbaijani representation of the International Committee of the Red Cross (ICRC), OSCE Minsk Group, as well as the Personal Representative of the OSCE Chairperson-in-Office Andrzej Kasprzyk in order to return the body. Despite this, the body of Azerbaijani soldier has still not been returned.

Azerbaijan and Armenia for over two decades have been locked in conflict, which emerged over Armenian territorial claims. Since the 1990s war, Armenian armed forces have occupied over 20 percent of Azerbaijan's internationally recognized territory, including Nagorno-Karabakh and seven adjacent regions. The UN Security Council has adopted four resolutions on Armenian withdrawal, but they have not been enforced to this day.
