Parliamentary commission eyes amendments to Code of Administrative Offences

The parliamentary commission on human rights of the Milli Majlis [Azerbaijan parliament] held its meeting on May 24.

Among the issues on agenda were amendments considered for the Code of Administrative Offences.

The amendments envisage imposing administrative sanctions for the violation of the law on procedures for review of appeals by citizens.

The amendments provide for the punishments in case of improper execution of responsibilities connected with the appeals of citizens for the protection of their rights and freedoms. In accordance with the law in effect the individuals violating the law should bear disciplinary, civil and criminal liability. Appeals by citizens to state authorities are the main aspects of human rights practices and protection in accordance with the law.

The amendment specifies that the penalty for the deed will be official warning or fee at the extent of 100 manats ($ 66.98) for executives while the penalty for judicial entities will amount to 200 manats ($ 133.967). Criminal responsibility is envisaged to be applied in accordance with the relevant articles specified in the Criminal Code should the deed comprises criminal offence.

Proposed amendments will be on agenda during the next plenary session of the parliament.
