OSCE MG hopes for active dialogue following presidential meeting

The OSCE Minsk Group hopes that the upcoming meeting between the leaders of Azerbaijan and Armenia will intensify the dialogue over the next year, US co-chairman of the OSCE Minsk Group James Warlick said in an interview with Armenian media.

Warlick said that the upcoming meeting will become a turning point in the peaceful settlement of the Nagorno-Karabakh conflict.

Commenting on the forthcoming meeting of the presidents of Azerbaijan and Armenia, to be held in December, ambassador Warlick expressed hope that the presidents will discuss the ways of reducing the tension, as well as the proposals for the settlement elements.

“The OSCE MG welcomes more active citizen participation in the debates on the Nagorno-Karabakh conflict settlement,” the diplomat said.

He said that the sides protect the MG format and the co-chairmen will continue working with them as mediators in the conflict settlement negotiations.

"We can not forbid other international organizations to express an opinion on the Nagorno-Karabakh conflict,” he said. “However, we often consult with the international organizations, in particular the EU and the UN, to inform them about our work. We believe that such communication is important to get impartial evaluation on the negotiation process."

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The two countries signed a ceasefire agreement in 1994. The co-chairs of the OSCE Minsk Group, Russia, France and the US are currently holding peace negotiations.
Armenia has not yet implemented the UN Security Council's four resolutions on the liberation of the Nagorno-Karabakh and the surrounding regions.
