Paraguay once again recognized Nagorno-Karabakh as an inseparable part of Azerbaijan.

The Chamber of Deputies, the lower house of Paraguay’s National Congress has adopted a declaration recognizing Azerbaijan’s territorial integrity and internationally recognized borders, Azerbaijani foreign ministry said on September 22.

The declaration was adopted at the plenary session of Chamber of Deputies of Paraguay’s National Congress on September 10.

The document also emphasized that Azerbaijan’s territories have been occupied by Armenia and the military operation by this country’s armed forces have led to the fact that thousands of people were killed, many were captured, gone missing, and turned into internally displaced persons.

The respect for Azerbaijan’s sovereignty, territorial integrity and internationally recognized borders has been expressed in the declaration.

For over two decades, Azerbaijan and Armenia have been locked in conflict which emerged over Armenia's territorial claims against its South Caucasus neighbor. Since a war in the early 1990s, Armenian armed forces have occupied 20 percent of Azerbaijan's territory, including Nagorno-Karabakh and seven surrounding regions.

A fragile ceasefire has been in place since 1994, but long-standing efforts by U.S, Russian and French mediators have been largely fruitless so far.

Armenia has not yet implemented the U.N. Security Council's four resolutions on its pullout from the neighboring country's territories.

The declaration urged to settle the Armenia-Azerbaijan Nagorno-Karabakh conflict in line with the resolutions 822, 853, 874 and 884 of the UN Security Council and relevant documents of the UN General Assembly.

The document also said the Chamber of Deputies of Paraguay’s National Congress, adopting this declaration, shares the pain of the people who have fallen victim to the conflict.

Paraguayan MPs considered the coexistence of people in peace and respect for human rights as important, just as it is enshrined in the Universal Declaration of Human Rights.
