President of the Republic of Azerbaijan Ilham Aliyev has reviewed the Mil-Mughan hydrosystem as part of his visit to Fuzuli.

Chairman of the Melioration and Water Management OJSC Ahmad Ahmadzade briefed President Ilham Aliyev on the Mil-Mughan hydrosystem. It was noted that the Mil-Mughan hydrosystem, built at the transboundary section of the Araz River near the city of Horadiz of Fuzuli District under an agreement on cooperation in the technical and economic sphere signed in 1963 between the former USSR and Iran, was put into operation in 1972. The construction of the hydro system was aimed at supplying 200,000hectares of land with irrigation water, including 120,000 hectares in Azerbaijan alone with the joint utilization of the regulated Araz River flow by the Azerbaijani and Iranian sides. In accordance with the agreement, 921 million cubic meters of water were to be taken from the Mil-Mughan hydro system and 1 billion cubic meters were to be released to the river for the protection of environment.

It was noted that the length of the water regulating section of the dam is 136 metres. Six dam outlets with the width of 12 meters as well as 4 water intakes with the width of 5 metres and height of 3.5 metres for supplying water in both directions were designed on it. Earthen dams with the length of 1850 meters were built on the Azerbaijani section of the hydro system. The facility has the capacity of transmitting 2,700 cubic meters of water per second during torrents. Water taken from the Mil-Mughan hydro system will be released to the Upper-Mil, New Khangyzy and other canals through the Main Mil canal, thus supplying water to 120,000 hectares of irrigation lands in Fuzuli, Beylagan, Agjabadi and Imishli districts. Melioration and Water Management OJSC continued the construction of the Upper Mil canal taking water from the Main Mil canal, and an 11km section was put into operation in 2012. It allowed creating pilot grain growing farms on an area of 4,800 hectares of the Agjabadi and Beylagan districs.

Another section of the canal with the length of 5 km was built last year to develop grain-growing industry with the pump station fabricated on it in Fuzuli District. It allowed supplying irrigation water to the land parcels with the total area of 4,000 hectares. Continuing construction of the canal will help provide about 20,000 hectares of land with water including 7,637 hectares in Agjabadi District. Additionally, 1,725 hectares of lands will be supplied with irrigation water this year through the second pump station built at the Upper Mil Canal.
President Ilham Aliyev was also informed about water supply of irrigation lands in Fuzuli and Beylagan districts. It was noted that there are 31,305 hectares of irrigation lands in Fuzuli District. Melioration actions were put in place on 6,300 hectares of land. Water supply of irrigation lands is carried out through 1,378 km of irrigation canals, 87 subartesian wells and 56 pump stations. The collector-drainage network is 259 km long. Lands allocated for the IDP families in Gayidish and Orengala settlements of the region were provided with irrigation water.

Last year saw the commissioning of 10 subartesian wells, including 7 in accordance with the respective executive order of the head of state. The drilling of 12 subartesian wells will be completed this year. Beylagan District has 50,497 hectares of irrigation lands currently.

Melioration actions were put in place on 36,548 hectares. Water supply of irrigation lands is carried out through 1,268 km of irrigation canals, 88 subartesian wells and 7 pump stations.

The length of the collector-drainage network makes up 1,277 km. Last year saw the drilling of 4 and this year 6 subartesian wells.

President of the Republic of Azerbaijan Ilham Aliyev has reviewed a new office building of the Fuzuli District Executive Authority in the city of Horadiz.

A bust of national leader Heydar Aliyev was installed in the lobby of the building. There are photo stands describing the multifaceted activities of the national leader and President Ilham Aliyev aimed at the progress of our country. The photos reflecting the participation of national leader Heydar Aliyev and President Ilham Aliyev in the events held in Fuzuli in various years cause a great interest.

The head of state familiarized himself with the conditions created in the rooms. All rooms are equipped in accordance with modern requirements. They have all the technical conditions for using modern management techniques. This opens up broad opportunities for better organization of the work of the district executive authority and productive activities of its staff.

All conditions were created in the conference hall for ensuring high-level organization of events. Through the operational control room citizens can establish a direct video link with officials of the executive authority regarding problems of concern without coming to the office building. All representative offices of the district executive authority are already connected to the network.
The building of the executive authority also gives the district a new appearance. In the territory where the building is located, major landscaping work was carried out and a modern lighting system installed.

President Ilham Aliyev gave instructions and recommendations on provision of high-quality services to the population.

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of the Fuzuli district museum of history and local lore.

The head of state cut the ribbon symbolizing the opening of the museum. President Ilham Aliyev was told that the museum, the construction of which was initiated by the Heydar Aliyev Foundation, included the sections highlighting primitive period, the Bronze Age, the Middle Ages, and modern periods. Built in a unique architectural style, the museum is fitted with all necessary communications and equipment.

It was said that the museum was founded in 1981. More than 7,000 exhibits of the museum were taken to the independence museum in Baku during the Karabakh war in 1993. Given the historic importance of numerous exhibits of the Fuzuli district museum of history and local lore, the Ministry of Culture and Tourism opened its branch in the village of Bala Bahmanli in 2006.

The branch now houses more than 1,000 exhibits highlighting the ancient history of the Azerbaijani people and different periods of statehood. The museum also features a model of Azykh Cave, household and labor instruments which were used in the primitive epoch. All these exhibits were discovered during archaeological excavations in Fuzuli District. Major part of the exhibits displayed in the bronze and stone age sections were found in ancient burial places. The Middle Ages section features samples of weapons used by our ancestors, and household items. The museum widely highlights ethnographic features of Fuzuli District. This includes exhibits describing the lifestyle of Fuzuli people throughout history. Small models of a forge, a pottery and a carpet-weaving shop, houses reflect the lifestyle and occupation of people in ancient times. The museum also contains information about outstanding residents of Fuzuli, including those who demonstrated valour and heroism during the Karabakh war. There is a special section called “A spark of victory”, which highlights the life and military achievements of national heroes from Fuzuli, provides information about 22 villages of the district as well as the city of Horadiz which had been liberated from occupation thanks to historic services of national leader Heydar Aliyev. It also provides an insight into repair and reconstruction work in these territories.

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of the Ahmadalilar – Mollamaharramli – Arayatli – Babi inter-village highway as part of his visit to Fuzuli.

The road was constructed under the Order of President Ilham Aliyev signed last October. The highway, whose construction was funded from the state budget for 2013 and 2014, is more than 32 km in length. The fourth technical degree road is 8 meters in width. There are 28 aqueducts along the road. The highway links 13 residential areas.

Much work has been done in recent years to rebuild the city of Horadiz, which was seriously damaged as a result of the Nagorno-Karabakh conflict, and to carry out intensive reconstruction and redevelopment. Reconstruction work is carried out in the city. The opening of 227 houses and 3 apartment buildings is evidence of this work. Such measures also testify to the fact that the policy pursued by the Azerbaijani state under President Ilham Aliyev is centered on the human factor. This is a real result of the activity of the head of state who said: “I will be a president of each Azerbaijani.”

These projects are, first of all, aimed at improving social welfare and housing conditions of citizens who live on the frontline. They demonstrate the economic power and potential of Azerbaijan.

Under an Order of President Ilham Aliyev to restore 227 houses and 3 apartment buildings burnt and destroyed during the Armenian occupation of Horadiz, the Fuzuli District Executive Authority received funding from the President`s Contingency Fund for 2013. The construction work was carried out at the highest level with modern construction standards taken into account. All utilities were created here.

President of the Republic of Azerbaijan Ilham Aliyev has attended the opening of orphanage-kindergarten No. 2 the construction of which was initiated by the Heydar Aliyev Foundation in the city of Horadiz.

All conditions were created in the two-storey building for bringing up and educating children.

Four groups were created here, and there are ample opportunities for children`s rest. Taking into consideration that the children will spend half of the day in the kindergarten, the bringing up and education of children were taken as an important factor. Special attention is paid to ensuring intellectual, physical and mental development of children, discovering their talents and abilities, protecting their health and helping them communicate with people. For this purpose modern classrooms fitted with all the necessary equipment and teaching aids were created.

Nutrition of the children is in the focus of attention. A drawing room was also established here in order to develop the children`s logical and mental abilities. The area of the kindergarten was landscaped and the green stripes laid out.

President of the Republic of Azerbaijan Ilham Aliyev has reviewed the Flag Square in Horadiz.

The head of state was informed that the square, which occupies a total area of 10 hectares, commands a view of the entire city of Horadiz. Green areas were created and landscaping work carried out here. A 287-step stairway leads up to the square. A road linked to the area was laid and a parking lot built here. The flagpole stands at 68 metres and is clearly visible from all adjacent areas. The creation of three recreation corners increases the square`s importance.
