Baku to face problems of water supply

This winter the population of Baku will have problems with water supply.
Thus, the water supply leaves much to be desired in the districts of the capital, said Rovshan Aghayev, co-chair of the public association of assistance to economic initiatives. This is because of the deterioration of the problem of the readiness of communal services for serving to the population in the cold period.

He noted that sometimes the delays in the water supply are bound to the construction of new water pipe Oghuz-Gabala-Baku for it is necessary to renew old canals in the construction of a new branch in some areas.

"It is most likely that using this argument, the communal service will supply water to the population with frequent intervals". He considers that Baku will be in need of renewing the infrastructure of water supply during commissioning of a new water pipe (expected in May of this year), which supplies water to the capital. "The quality of the infrastructure of sewerage system in the capital is also sad".

Aghayev added that due to the poor state of the sewerage system water on the Baku streets caused an emergency situation after the recent rainfalls.

On the whole, there are serious problems in the sphere of regulation of communal supply, which will hardly be settled this winter. In particular, there are still problems in the sphere of gas supply, despite the expansion and widening of the list of the gasified regions of the country.

According to the co-chairman of the association, the volume of gas fuel in Baku is partially higher than the envisioned, while this indicator is much lower in the regions.

"There is a problem of gas supply with low pressure in some regions. And I personally do not believe that this problem with be settled this winter".

On the whole, in the line with the instructions, each consumer in Azerbaijan must be supplied with 12 cubic meters of water, 29 cubic meters of natural gas and 50 kW/Hs of energy per month. This is the volume of communal services envisioned for each citizen in the working resolution of the Cabinet of Ministers "On the structure of consumer basket" of June of 2005. But independent researches show that the population is ensured with a minimum of communal service in separate cases throughout the country. According to Aghayev, by official data, an average subscriber in Baku consumed 165 KW/Hs of energy and 60 cubic meters of gas per month last year.

As for the regions, officials admit that these indicators are much lower than in the center. Thus, in Lenkoran, the indicator of the average consumption for a consumer made 47 KW/Hs of energy (down at least 3 KW) and 6 cubic meters of gas (down by 5 times) per month. The state of affairs are partially better in the Ganja-Gazakh economic region, where according to the State Statistical Committee each consumer used 55 KW/Hs of energy and 23 cubic meters of gas last year.

By official statistics, last year the population consumed 2 mln cubic meters. At the same the capital accounts for 503,600 water consumers and the country 917,080.Thus, each consumer last year used 2.18 cubic meters of water. In such situation it is difficult to speak of the qualitative communal supply, considers the co-chair of the association.

In turn, according to the deputy, member of the permanent parliamentary commission on economic policy Nazim Mamedov, it is necessary to prepare for winter in summer. "But it should be admitted that in the light of the construction of the Oghuz-Gabala-Baku water pipe there is a need to renew the infrastructure of water supply", which may cause problems in water supply. As for the heating supply to the population, it should be noted that three years ago Azeristiliktedjizat was created by the order of the President. "It is primarily necessary to restore the heating system in social establishments, especially schools and medical facilities".
