Mikail Jabbarov: " A garbage incineration unit is today the most optimal variant for disposal of a greater part of household wastes in Baku"

According to him, collection and transportation of wastes to the polygon remains the business of the capital city mayor's office, while the ministry is empowered to manage the state share in the organization.

"Today, there are several ways of waste disposal in the world: partial processing, garbage incineration, close and open burial. Currently, Baku uses only one type of utilization - an open burial on a polygon. In fact, this can even not be called a burial, for garbage is just thrown to a specially allocated area. We had previously had several polygons of the kind, while now only the Balakhany polygon covering an area of 200 hectares is left", said he and added that when we were first set the problem of wastes disposal, we had to visit this place several times. He noted that the polygons, projected in the USSR period, fo not have a special design, but in the result of long-lasting operation, the waste at some areas of the polygon reaches 15-20 meters.

"The decompounding of wastes occurs under the sun rays or in the result of deliberate arson, which causes the emission of hazardous substances into the atmosphere, while in period of rains, a part of the substance mixes with ground waters. Today, this polygon can be called a great threat to the ecological state of Baku, as birds are always milling around this polygon, some people come here and gather empty bottles and other things, they consider useful".

He said, therefore, the main task of the organization is to close the parts of the polygon, which are now not fitting for use and modernize the part of the polygon, which will function in line with the applied standards.

"Today when modernization covers all spheres of socioeconomic development owing to the efforts of the country's leadership, the state of the polygon does not comply with the progress in other spheres. It was initially decided to build a garbage incineration unit of the annual capacity of 500,000 tons in Baku. This is an expensive but the most effective project for the Azerbaijani capital today", said he, explaining that today Baku, as most other big megalopolises, faces the deficit of lands.

"Therefore, it is ineffective to create new polygons on the areas, which can be useful for other things. The garbage incineration plants, which significantly reduce the volume and mass of wastes through their incineration are an alternative for polygons. At the same time, advanced cleaning system allows to prevent the outflow of hazardous wastes to the atmosphere almost completely", said the deputy minister.
