Azerbaijan eager to improve control on budget expenditure

The Finance Ministry of Azerbaijan will submit a draft decree on approval the program on strengthening control for state funds expenditures to the presidential administration for signing by the President of Azerbaijan.

The program envisages putting forward the draft law "On improvement the state financial controlling" to the Parliament after coordinating with the World Bank, Trend reports, citing the Finance Minister Avez Alekperov.

Along with this, restructuring and establishing of controlling and inspecting administrations or units in the regions is supposed.

As the draft law indicates, each year in January the Finance Ministry intends to publicize the list of enterprises and schedules for inspecting. And the brief data on the results of inspecting will be placed on a website.

The main point is also improvement of state purchases operations, due to which changes to the law "On state purchases" is supposed.

"We are not pleased with the process of organizing tenders. Problems remain and they are artificial," said Alekperov.

The draft law also includes a paragraph concerning the State Counting Chamber activities. "We prefer joint activities, however the Counting Chamber has its own schedule for auditing," said Alekperov.

According to Alekperov, the Counting Chamber will control the state companies and concerns and the Ministry of Finances will be committed to control district and city budget organizations, higher educational institutions, diplomatic missions of Azerbaijan abroad and etc.

He thinks the decree will facilitate serious state control over budget organizations.
