Maximal transparency in gas sector of Azerbaijan, human watchdog

It is necessary to ensure transparency in the production, transportation and distribution of natural gas in Azerbaijan, as well as a process of collection of charges from consumers, Leyla Yunus, the Director of Institute of Peace and Democracy, told the roundtable held on Monday on the problem of gas supply to the country.
Noting the corruption existing in the gas supply of the country she stressed that government should take maximum efforts to remove them. Yunus noted as a result of researches the monitoring group of independent experts revealed some facts of violation of consumer rights. The statement publicized by the monitoring group indicates that only 7$ of 1 million subscribers had gas meters. Azerigas will acquire only 125,000 meters this year though the purchase 1 million gas meters could considerably cut the expenses, the document read.

The monitoring showed that Azerigas indicates the figure in the amount that exceeds the real consumption 4 times, which is equal to 2bn cu m, or $100m a year," the statement says.

The document noted that in this stage the government should publicize a state program on installation of gas meters for consumers.

According to Ali Masimov, the chairman of the Union of Free Democrats, following numerous rise in prices of natural gas the consumers have a right for uninterrupted and high-quality gas supply. In this connection the Ministry of Economic Development should form a group to control over the process of gas distribution in the country. "The group should be comprised of public representative to ensure transparency," - Masimov underscored.
