Single land cadastre to be prepared by 2019

The number of registered real estate properties increased by 10 percent to 140,000 listed spaces over the first eight month of 2015.

These results became possible due to the implementation of the Real Estate Registration Project by the World Bank in Azerbaijan, said Deputy Chairman of the Azerbaijan State Committee for Property Affairs Rafig Jalilov at an event dedicated to the completion of the project.

The project seeks to find simple and efficient procedures for the registration of real estate, bringing them in line with modern standards and creating an electronic cadaster information system in the country.

Jalilov noted that the number of registered real estate properties in the country increases year by year, considering that the real estate market added 115,000 new properties in 2014.

Creating a single real estate cadaster in Azerbaijan has significantly facilitated the management of real estate, contributing to its more efficient use, Jalilov added.

The system is being used by the relevant executive authorities, municipalities, legal and physical entities of the country.

Currently, the cadastral maps include an administrative territory with an area of 3.5 million hectares and a municipal territory with an area of 1.8 million hectares.

Generally, the creation of a single e-cadaster base of the entire territory of the country is slated for completion in 2019, said Jalilov.

Through the project, greater numbers of electronic services have been provided. In addition administrative buildings for registering real estate have already been constructed in Barda, Beylagan, Gabala, Khachmaz, and Lankaran.

"The Committee has already completed development of an e-cadaster for Sumgait and Baku. Work is underway in the territory of Ganja and Sheki and will be finished in 2016," Jalilov said.

The Azerbaijani government and the WB signed an agreement for creating a unified cadaster of real estate in July 2007.

The project consists of four components -- registration of real estate; management and registration of state property; basic cartography and cadaster training and policy development; and project management.

As a result of restructuring, the current project, worth $38.57 million, designed for 2008-2012, has been extended until late 2015.

A $30 million WB loan covers most of the cost of the $38.57 million project.
