The Armenian Foreign Ministry convened a regular morning meeting.
Foreign Minister Edward Nalbandian looked over the attendants:

- Thus, Turkey has stated that it won't open the border until we withdraw the troops. Now, people demand us to answer this Ankara’s step. Your proposals, please.

Deputy Foreign Minister Arman Kirakosian was the first to speak:

- It is necessary to recognize the independence of Nagorno-Karabakh! Especially because a relevant legislation has been submitted to the parliament!

- "Good idea!" - Shavarsh Kocharian shouted to express his support.

But asked - "So what, then will all Karabakhis become foreigners? Should we will issue them diplomatic car numbers?”

Nalbandian frowned:
